I'm not, just throwing what I wrote as a word of warning. I've run plenty of sweepstakes and giveaways in official capacities before (both within a state as well as across state lines), and the requirement to pay to meet contest rules (even if fully refunded afterwards) constitutes gambling in the eyes of law enforcement.

mav1178 is actually right. I really appreciate what the vendor is trying to do, and applaud them for it. but you've got to be very careful with these sweepstakes laws.

Just because it's been done before doesn't mean it's legal. Did you even consult a lawyer when you set this up? I did for my contests, and one of the things that a lawyer will tell you is that a random drawing (sweepstakes) cannot have a payment part of it.

The winner is responsible for all taxes associated with the winnings (ARV over $1000 should be provided a 1099-MISC for tax purposes), but again there should be no need to pay to enter.

Case in point: for Canadian residents to enter or win, they have to do some skill-testing question. It's prominent... and often times a giveaway will state "open to US residents only" for this reason.
