I've tried a few coilovers under $1500 that were not bad, some even pretty damn good depending on expectations. Then again if by 'budget' you mean $500 ebay specials, you are probably right. Though, BC and "BC-type" dampers can be serviced and revalved.

Meh, I buy stuff from all around the world, and personally, in relation to these dampeners, I don't bother with rebuilding them, for that money it is easier to just replace the whole unit with new.
Plus I've never heard of these things leaking, or any bad review at all really. I've had mine installed for about 12 months now and done around 20k km, lots of crappy roads, and launching off speed humps, so far, so good, they have paid for themselves already with their performance, comfort and reliability. Maybe if they were high end dampeners costing real big money then maybe I would think differently. Give me convenience or give me death.....
