Maybe, because some thinks it looks really HOT ...... like the tail piece on a jet engine .....

No, they are. Check it with a magnet. No stick, titanium.

Or stainless... Many stainless alloys are not magnetic. Like most stainless refrigerators.

For a normal human being perspective will reply; why the muffler have those colors? Seems they allow kids to use crayons on the car

It does look really nice, matches really well with the wrb color.

Or nickel, or aluminum, or any one of 100s of possible non ferrous metals or alloys. Stainless of course is the most likely.

This is from RallySport's site:

Invidia
Part #: INV HS11STIGTT
Brand: Invidia
Series: N1
Return Policy: Standard Return Policy
Mfgr. Warranty: 1 Year
Exhaust Orientation : Angled Exit
Installation Hardware Included : Yes
Piping Coating : No
Piping Flex Joint : Yes
Piping ID : 76mm
Piping Material : 304 Stainless Steel
Piping Taper : No
Silencer Included : Yes
Tip Material : Titanium
Tip Qty : 2
Tip Shape : Round
Tip Size : 101mm

Invidia will tell you themselves the tips are chemically treated. The Q300 is the same way. You can change the color on the tips with ease with 4 9V batteries, some aluminum foil, a paper towel wrapped around the aluminum foil, and some coca cola. I messed around on a Q300 Ti tip one since they were pretty faded and made the whole tip a lighter blue color. At one point I had them purple. Just change the voltage to match the color you want and use a voltmeter to see how strong the current is.

To my understanding, you shouldn't be able to do this to stainless steel. It's possible to anodize it, but it takes more work to get a durable stain on it to last.

Just because it isn't grey doesn't mean it isn't Titanium. Titanium can be polished too, just like other metals.

Here's an example of a polished titanium bike:

Also, welding isn't the only way to attach metal to metal... could very well be brazed on.

I asked and you delivered. it's a shame there isnt some cool race inspired story for these tips though. "Yeah when you reach 400whp the exhaust fumes become radiated and alter your exhaust tips to various shades"

The titanium tip isn't welded to the stainless. You can't weld titanium to stainless but I have heard that you could braze them.
