Honestly, Forza 4 is my recommendation if you favor modding over simulations. Default settings make it feel like an arcade. Turn off all the assists and it becomes more like a simulator. Plus the variety of available modifications are pretty good. It's missing too many things to be a true simulator though. :/ As for having to buy a console for a single game. Are you a casual?

Since you're really going for PC racing, Need for Speed used to be a good Series. I'd recommend Underground 2, NFS Carbon, Most Wanted, and even Prostreet as good. Prostreet is the last EA game I bought, and I regretted it for years. It was fun but the game was buggy as hell before the patches and the tuning still wasn't as good as Underground2. I dunno about Shift 1 & 2. It came out after I started boycotting EA for their shitty, buggy games.

Cars in Forza handle better with soft springs and thick sway bars. It sounds counter-intuitive because it is. It's also a bad joke how Turn 10 manages to screw up car stats. Really sounds like Forza 4/Gran Turismo 5/6 is what you're looking for.

Find a used 360/PS3 on craigslist for $100 and a used game for $25, definitely worth it for the amount of content you get in either series.

If it helps you justify the purchase you can use the 360/PS3 as a netflix box and the PS3 is a decent Bluray player.

GT6 is an overpriced more polished version of GT5, most call it GT5.5. Do it right, wait and buy a PS4 when it becomes cheaper and get GT7 or Project Cars when that comes out, hopefully on console.

GT5's online services are ending, and GT6's suspension modeling (with the exception of camber... it just doesn't work in the game except to decrease grip for the most part... so zero out your camber for your street cars) and physics modeling are superior. Not to mention it added some great tracks (like Mount Panorama) that were not in GT5. So, go for GT6.

Don't forget that in order to progress through GT games, it requires hours upon hours of license testing, mind-numbing introduction races, and a very long, grinding career in which you make money very slowly. By contrast, FM4 has one of the best organized and preference-friendly career of any racing game. Due to many of the mechanics and rewards, you are very quickly (and cheaply) getting into and modifying whatever cars you want.
