- Use a touch up paint
- then wait until it dry
- sand the area to get a smooth surface
- buff it with compound
- good to go

I know another guy on the forum had a similar problem and got some OEM style rear spats that covered it up nicely, it really looked good and since it was only a 40$ fix with ebay OEM style replicas

if you feel scratch by your finger nail, you can't fix it with any super duper "Scratch X" type of liquid/paste wax. touch up will make it better but you will see difference between original paint and touch up.
to fix that, you need to paint whole bumper again.
I would get rear spat that covers that area or ignore until get it repainted.

Any quality shop could easily feather it out and blend WITHIN the panel. So you would only have additional clear on the top edge of the bumper. The scratches are far enough down to where they wouldn't need to blend into the quarter panel at all. If they do suggest it, in this case I'd say they are trying to get more work/money.

If your going to fill the scratches in you will not get a perfect match. The way the flakes in the silver paint will lay (and reflect) differently causing the repair to be noticeable. 2ft back any you won't notice. It's on plastic so you don't have to worry about rust so the quick repair maybe the way to go if it doesn't bother you.

STI styled spats do look like they would cover it though :P Bayson R (ebay) just released their knockoff for under a third of the original STI part cost.

After seeing the scratch, definitely start with rubbing compound, it's probably only 1/4 as bas it looks, all the white will probably rub out, leaving just the small black lines which you can touch-up.

Clean and dry the area, then use something like that on it, then a little water and dry it with a soft cloth. Use touch-up paint, but don't overfill the scratches and let that dry for a day or so. After that, rebuff with Scratch-X, finish filling scratches with touch-up paint, let dry for another day and then buff it out again with the Scratch-X.

That should get it looking pretty good. I've always had pretty good success with touch-up paint and a good quality rubbing compound.

That guy had is way worse and look how well it turned out, Try it out on your spare time worst comes to worst you're dad forks over $50 for the materials that you bought to try to repair it yourself. Good Luck!
