Poor man's alternative to the CG-Lock:
[ame="http://www.amazon.com/Graco-4045-Seatbelt-Locking-Clip/dp/B0002ADQOU/ref=sr_1_1?s=baby-products&ie=UTF8&qid=1363229855&sr=1-1&keywords=seat+belt+lock+clip"]Graco-4045-Seatbelt-Locking-Clip[/ame]

Be aware that a clip like this or the CG-Lock will create additional wear on the belt.

CG LOCK

Snooze...

The CG lock will keep tight the lap portion of a three point harness. After tightening the lock then...starting with your seat back as far as possible, jerk on the shoulder harness until the inertia reel lock bites...keep the tension on the harness...then move the seat forward into the driving position where if done properly...the harness is now tight against your chest. I think this is what you were alluding to in your question. The CG lock enhances this technique.

+1. Best technique here, if you absolutely must be motionless and absolutely must keep the OEM three-point.
