As soon as the lower lip hits water it starts to create a bow wave which will be much deeper than the water you're driving through. The system needs to be sealed to work efficiently so the potential is there.

How often does it flood where you are in WA?

Not often but in heavy rain the roads often flood, even if it's only temporary, so you have to watch out.
You should be asking that of NJ[New Jersey?] because i don't have a snorkel where a bow wave would be.

I only ask as here in Melbourne flooding to that extent is unusual, so I would never even think about it when purchasing car parts.

You don't get much flooding from drizzle but watch out for blocked drains because anything over 20cm will cause a bow wave in front of an 86.

Here's my completed install:

Snorkel:


The internal holes are blanked off with tape.

I have also removed the lower resonator attached to the intake pipe and blocked the hole using a silicone bung. Here's the final install:
