OP, check out this recent post. As I mentioned before, I think you should look into Stance.

Not if he wants good ride quality. Stance IMHO is just a small step above BC.

For ride quality while low, the European companies are still generally way ahead. KW, Bilstein, Ohlins, etc.

Maybe upgrading to the Swift springs would help. I'm not knocking the european units since I have Ohlins on my motorcycles but based on the OP's criteria, Ohlins shouldn't have been mentioned in this thread.

I would agree with this statement

Please don't let people trick you into thinking anything less than a $5K coilover setup is a waste of time

For the street, Stance and BC Racing will more than suit your needs.

I'm sorry, but the street is one of the last places you want to skimp on quality when it comes to suspension. The majority of ~$1k coilovers just do not have the quality of damper needed for anything resembling a truely comfortable and effective ride. Stance may be better than BC, I haven't seen any shock dynos from them. But the street subjects a car to bigger bumps and worse road conditions than the majority of race tracks. And, you have to live with it every day.

If you want to stay cheap, look into the KW Variant 1's and ST coils. They're the same damper housed in a different levels of corrosion resistant packaging. They're the only coil under ~$1600 that I believe have the potential to really improve upon the stock setup, aside from making it stiffer and lower.

Is there even a V1 available for the FR-S/BRZ? I only see the V3 from the KW store.

I agree with your statement BUT I believe these things can be had in coilovers offered in the $1200-$1500 price range.

On a side note, I just blew a strut on my KW V2s on the DD
