From the Philippines! It takes a while to get our local plates here. The government requires us to temporarily use the conduction sticker numbers for profile. This is my take on our local plate number scheme.

i did it through AAA. went online to the DMV website to ensure that what i wanted wasn't taken, filled out the form and printed it out, went to my local AAA office (you have to be a AAA member).

paid the fee, waited 9 weeks. when the plates came in, i handed in both the old plates, and they gave me the new plates, new stickers and new registration with the new plates assigned to the car.

In FL they mail you the plate, but from my little research on the CA dmv site you will receive a notification when the personalized plate comes in and you will have to go up to the dmv to pickup the new plate and exchange your old one. That is where you will get your new registration and new sticker.
