I've just noticed that after i changed the fuel to E10 (E85 in US) I am getting the chirping...wtf! I will change back to no ethanol and see if it's gone...and I will change the oil as well.

I think you misunderstand. There are typically three kinds of fuel available to us in the US;
E0, no ethanol, becoming rarer due to gov't regulations
E10, the new-ish standard fuel 10% ethanol, 90% "gasoline"
E85, 85% ethanol 15% "gasoline"

Your car needs to be built to run on E85, stock as "flex fuel" or with aftermarket mods. 86's in America CANNOT run E85 without an aftermarket tune.

Made it to my 'diagnostics' appointment this morning, but the service clerk did not find any changes from the previous procedure in the TSB, so I didn't do anything, thinking to wait for revised TSB.

Now, the post 'I looked at both pumps before them installing the new one and the O ring is a lot smaller then the original.' makes me think think they could have updated the part without changing the part number or revising the TSB. Is this possible and should I, maybe, not wait?

Just a heads up to those with brickheaded dealerships: the TSB that I saw was pulled directly from Subaru's Technical Information System (http://techinfo.subaru.com/static/whatsNew.html), so tell them there is a revised TSB with Item Code 09-54-12R and a revision date of 5/9/13.

Problem is the "revised" TSB lists the same part numbers as the previous TSB, the only change is the VIN Range (more VIN's were added). ...but mine chirps worse now after the new parts were put in.

Wait 1 or 2 model years to see if a permanent solution is found. Our cars are still under warranty anyway for at least 3 years.

....or 36,000 miles, which I'll probably be seeing next year at the rate I drive.

Anyways, the dealership decided to reschedule my appointment to Monday afternoon.

Edit: Powertrain warranty is 5 years/60,000 miles. So I would be good for the next 2 years.

I was told that the pipe P/N is different. Haven't seen the TSB personally. So thanks in advance for looking it up.

16625JB000 is the same fuel pump part number from the old TSB as well is what you're saying?

Yep.
I had the TSB done back on October 17, 2012 and my part numbers match the "Revised" TSB part numbers.
