LOL you kidding? This thread was derailed by post number 1 after my opening. I got into this torrid of posters that just didn't clue in on the problem. I have to admit, I became part of what I wanted to avoid --. Anyway, DMV +10 bucks + plates = answer (california).

derailment of thread = greatest time sink I've ever participated in.

Yeah, that's usually how forums work. I was actually going to cite a SCOTUS ruling just recently that basically says you can only look for public records in your own state (So i can't look your license plate info up, at least legally ) but as you said, it got way off-topic. I'm going to guess it differs state-by-state.

However, I know there are people on here who have looked up other's license plate info (the NJ hit-and-run involving the IS-F driver), but they didnt say how they did it. Not to endorse anything illegal, but the means are out there for those who want them.

I have heard that car dealerships/salesman have this ability also. They use your tag number and vin to verify who a trade-in car is registered to and who the lienholder might be. They also have the ability to call the lienholder to get the payoff amount.

Usually it's the VIN that they can use, because it's permanent, while license plates can be changed (though they will at least link to the VIN).

Curious, is the $10 a transaction fee or a bribe? I'm quite surprised it is legal any where in North America for establishment (private or government) to give out personal information considering the risks of identity theft.

It's likely a fee. I'm reminded of in Gone in 60 Seconds where the guy went to the DMV and paid the money for the information on the vehicles.
