Instead of tapping the relay into the parking light, I'd like to tap into the headlight, anyone know what wire I should use?

Then it'll come on only with low beams and not even Parkin lights

That's exactly how it would work from factory. My Celica and Matrix have factory fogs and that's how they work, so when you turn your high beams on the fogs go off, that's law I believe, maybe only here in Canada.

How are ypu guys running the harness? Mine seems short from foglight to foglight.

Done! It was way easier tapping into the red wire on the right headlight, it's already exposed and easy to get at. Much easier than digging a wire out from your side marker and this way I can still sit with just my parking lights on if I want with no switch.

Question -- is there a stock harness for the fogs on this car? Reason why I ask is because someone is selling the entire fog light setup on ebay and was wondering if that would fit without modifications to the electrical wiring besides just installing a new stalk.

No, you have to run new wires to the stalk seperate from the oem harness. thats why everyone is buy nigels h11 harness.

$782.00??? What? I would not paid that much for just front fog light kit..

Yeah I'm not, just something I saw on ebay -- I'm sure it's cheaper elsewhere. I just wanted an OEM stalk.

That stalk wouldn't fit your car anyway. It's designed for a RHD car, hence the turn signal stalk being on the right. Check out this thread for info on how to use the factory stalk. Part numbers are included as well if you're looking to order one.
