When I'm balancing the clutch on a hill I notice my rpm fluctuate to somewhere around 500-1000? Sometime dips down to 400? Is that normal or not?

Don't balance on a hill with your clutch, It just wears it out faster. Considering the conditions under which the idle fluctuates, I wouldn't be surprised. You are loading the engine down at almost idle speed thus the throttle has to open and gas must be provided to the engine cam and ignition timing are probably also altered from normal conditions seen at that RPM, and then all of a sudden you release the load and the ecu is sitting there going WTF MATE?

I didn't know that. Thanks for the info. I thought it was the one everybody is talking about. I guess not.

You can use the e-brake for that.

Other than corners, that is.
