They are but the rear will require a lot of patience. Basically you will need an offset phillips head screw driver. You will be doing quarter turn with your hand crammed against the wheel. It is pretty awkward. The rear is definitely easier with wheels off. If you have access to a lift I would take them off. I did it all in an hour or so cleaning surfaces before install, gathering tools and beverage. Put on some tunes and read the instructions.

Your best bet is to pick up one of those crazy S-looking screwdrivers. I forget what they're called but, with that style screwdriver, you will no issues getting the mud flaps installed.

I really like the mud flaps. Keeps stuff from 'tinging' against the bottom of the car and there's no whistling or howling from them.
