Not sure what you mean about rubber? Mine doesn't flex or move and been driving all winter in snow,sluch and crap and it's perfectly solid. It attaches with a threaded machined screw though the plate when you find your exact position you want, once it's tight it's good.

Ok, now I remember what you mean about bumpers. They include that just for caution so if someone or thing bumps the plat hard it wont scratch the bumber it self. I dont think I installed those and you would have to really bend it to get it to touch.... kinda like if it did bend that for you have many other issues then a scratched bumper....
