In case people were wondering here is a very rough break down of costs.

AVO kit ~ $4200 (kit + filter + BOV + shipping)
Install ~ $500 (might do it myself)
Ecutek license and local power tune (maps for 98 and e85) - ~$1k

Engineering review/cert of install ~ $250
Emissions tune (IM240 test) - $500
Engineering brake and lange change testing - $2.5k
Various fees from dept. transport etc. $250
Engineering costs for which state? Can you please explain the engineering costs a bit more and which state , especially this:

Engineering brake and lange change testing - $2.5k

Thanks!

Fully plan to go down this route at some point, but only when the FA dies. Probably look at investigating the plausibility of an EJ25 or similar.

engineering cert will be more like 900 but no lane change fees.. the engineer just drives your car for a bit and says" yeah ok" if he likes it.

Turbo on the way!

I'm in for forced induction. Car has just turned up, AVO turbo kit with HKS Spec L exhaust on order, and I've applied for my my engineering certs with department of transport. Had planned to start the install work as soon as the kit turned up (I'm in the first delivery). But work has transferred me out to the middle of no where unexpectedly... So I'm not actually going to see my car for a while, and I've only got 300ks on the clock. So I'm holding off the install until such time as I have run my car in properly.

And no, before anyone asks, I do not need volunteers to run my car in.
