There are two oil capacities in the owner's manual. One without filter and one with filter. I always assumed that meant the filter was intended to be pre-filled.

Replace the oil filter
Keep the oil drain pan underneath the car and locate the oil filter.

Loosen it with the filter wrench, turning it counterclockwise. Remove the oil filter by hand.

Before installing the new oil filter, apply a little motor oil to the new gasket. This will prevent the gasket from sticking, cracking or causing an oil leak.

Finally, install and tighten the new oil filter by hand.

The filter itself retains and traps a volume of oil in the filtering media (think a towel soaking up water). It holds that volume, so you want to make sure you account for that in your total oil capacity. If you don't, your free oil level will be lower

I like the way you interpreted it. Teacher would have to mark it correct.

You have to buy at least the total capacity. It's an obscure way of telling you to check the level after you start the car and get it on level ground... then top off. (and what EndlessAzure said)

my teachers always just went off their answer sheet and marked things according to that, right or wrong...
