You know how there are documentaries/movies about Schumacher, Senna, Lauda on Netflix. How do I start a petition for a Keiichi Tsuchiya one?

I feel like making a proper documentary might be difficult these days since Japan seems to be pretty harshly against street racing. Technically that's how Tsuchiya started. But not sure how much that matters.
