Actually my current white BRZ has something somewhat similar to OP issue on roof but it appears to be clear coat only and much smaller in size.

Well two examples doesn't exactly make it common.
Yep, they make millions of cars a year and some defects will slip through. The nature of the pictures make it look like it is firm under there not so much bubbled which just reeks of contamination when painting.
