I doubt it.

Mostly because the quote function is just a text box with a link like so:

blah blah blah what a load of crap

Sure you can add a name but I think other than rendering a link to the person's original comment, it's a static forum element:

If it's a standard quote (like I've done here) it does contain a reference back to the original message (the blue arrow), so, in theory, it could be done but since it's not already done that probably means the coding is not there to support it.

You quote back to the original message by putting the message id in the opening tag (replace | with [ and ]

Yeah, forgot to add that case since i was quoting him already :p.

But yeah, other than rendering the link to the comment I don't think there's any other functionality for it, so it's "static" in that quotes are just another chunk of text in a post, not a blockable element dependent on user settings if that makes sense.

this is exactly how i feel. you and i might not seem to have anything in common, or get the same jokes, but i respect your participation.
