The valve clearance shrinks initially as the valves seat but it shouldn't be changing while cranking the thing over with a ratchet.

Success today, Toyota came through and I got my shims yesterday so reassembled the engine , rotated it by hand a couple of times and all good, clearances held firm, currently sitting at approx 0.15mm on Intakes and approx 0.25mm on Exhausts.
