I was just able to download 500 mb in about 10 seconds, so certainly not global. If a speed test checks out (also implying no cap from IT) then there is likely a bottleneck in the CDN, possibly related to downloads from Turkey, and not a whole lot you can do aside from trying tor or a VPN to change your locale. With a 4 day download, it would still be faster, although that would probably make your IT department grumpy. Alternatively if you have a laptop you could try the download from home, but if there is a cap from the CDN for the region, that wouldn't make much of a difference.
It was a semi-global thing, was on the news. They say some countries like Turkey, Greece, Bulgaria were affected by the non responding Google services and problems on Google DNS's stability.

I've heard some conspiracies like "USA is attacking Turkey with Google"

The amusing thing about this is that Turkey has blocked Google’s DNS servers for the past 5 years in the name of internet censorship. We actually have a unique router config for Turkey since we normally check 8.8.8.8 to verify connectivity for HA failover. Turkey has also been churning out a lot of rules and regulations lately in the name of privacy, but it really boils down to log requirements of what we would have to hand over to the government should they ask for it. To put my tinfoil hat on, you’re being fed a line. :-)

I don't have enough knowledge about this particular subject, but I have enough knowledge for not to believe the things shown on the news. Not only from our side, but your country's side as well. I have to use a VPN to access wikipedia; this is what I see now. But I have hope, things will be good in the future.

The thing I appreciate about the regulations in places like Turkey, Russia, China, and India is that they're open about "log this stuff, and we'll ask for it if we need it." In the US, DHS contacts the ISPs to do the same thing without openly telling anyone, and then denies it. Although some of the most useful exploits I have to prove a legacy domain isn't nearly as secure as the owner claims it is have been provided by the NSA. I should probably send them a Christmas card now that I think about it.
