CA didn't make ~14 other jurisdictions follow CA's rules. They chose to adopt CA's rules. That's free choice. Depends upon the average temperature where you live. I have x-ice 3s for the WRX and while they're great in the snow, once the temp gets above freezing they start getting very squishy very quickly. We had a lot of days in November / December last year over 50 and raining, and in those conditions the car slid more than on ice/slush. I had Blizzaks for the Fiesta, and while I had no issues in the snow I can't honestly compare the two due to number of driven wheels. That said, I was able to get up hills SUVs were stuck on and they were far more forgiving when the temps got higher.

Oh, just send your tire over here to Bubba. He will put a triple boot in it and add a tube - then you will be good to go - but not too fast.
