Instead of engaging first gear while slowing down, wait until you've stopped and the light has turned green or the light for the cross traffic has turned yellow/red. It's not good for your throwout bearing to stay in gear with the clutch depressed for a long time. If the light is going to change soon it's OK to shift into gear and sit with the clutch pedal depressed, but otherwise you should always be in neutral at stoplights. Don't shift into first unless you've stopped or are just barely moving (1-2 MPH).

i meant so if im slowing down from say 4th gear to a stop light, and i neutral brake so does that mean i should wait till i completely stop at a light before i should downshift to first?

Don't just wait until you've stopped; wait until you're preparing to go because your light is about to turn/has turned green.

ok, also what if im slowing down for a red light and it turns green and im goin like 10mph? Since i should never shift into 1st while moving, I should shift into 2nd? Ive tried this before and sometimes the rpm is so low in second that my transmission starts to rattle and sound like its choking in 2nd from too low of an rpm.

Need more practice

So, you told him to:

1) while approaching the turn, Keep on neutral.

2) when the light turns green...?

Edit: Oh, nvm, the whole point was to not press on the clutch pedal the whole time you're stopped. Got it!

Shift into second gear. If the revs are uncomfortably low you may need to slip the clutch a little a la first gear starts until it syncs up at a more comfortable speed (this should only take a couple seconds at most). 10 MPH is fine though to simply engage and go. As you get more comfortable driving stick, you may decide to rev-match to smooth the engagement further.

When slowing down for an eventual stop you're actually supposed to stay in gear until you're speed has dropped sufficiently low that you need to shift into neutral to prevent the engine from lugging/dropping near or below idle. This allows you to start moving again if needed in an emergency. Turning is another matter altogether, and something that I'd have to cover another day; it's my bedtime since I have to get up very early these days for work.

When the light turns green he should clutch in and shift to first. If he wants to be extra observant he can pay attention to the traffic light perpendicular to his own to see when that light is turning yellow or red, meaning his will soon be green. This should be his cue to shift into first to prepare to go.

What if I'm going at 5 mph? Should I still shift into 2nd gear? I'm shifting into 1st gear if I'm going that slow.

You could gently engage first gear; i.e. apply pressure in the direction of 1st and let it fall in. Don't force it. 5 MPH is somewhat borderline though; I'd probably just slip the clutch in second gear.
