For driving in traffic — sure.
But if you want to always drive like that, you got the wrong car: BRZ/FR-S/86 were made for smiles per gallon.

BRZ/FR-S/86 engines are designed to be revved high. In fact, many people believe that they should keep the revs above ~4000 rpms most of the time — because these engines are notorious for having insufficient torque below 4500 rpms or so.
For fuel saving / safety etc. of course the less throttle you give the car the better. But again, these cars were made to have fun.
Keep it within your capabilities wrt safety though.

You can have higher revs in 1st gear at 25 mph than in 6th gear at 80 mph. At the same speed, higher revs (lower gear) give you more power in case you need it though.
