Agreed, those flares need to come down, flush into that lip at a complimentary angle to the body in that area. As it is now its just creating aerodynamic drag instead of efficiency.

i think the flares would have sat better if they hugged the tires, not left a 10 foot gap.

Those old school fenders lines go back into the body though and contours the car much more cleanly. The ones in the OP looks like they just chopping a piece of the fender off and called it a day.
