I don't see extending the shafts as being possible. The only option is to have the rim bore made bigger from the backside. There is plenty of material to do it, just need the machine shop, and I don't know anyone these days.

No drill press? A forstner bit with plenty of lube should be enough to make the hole big enough to fit the whole body in so the short shaft doesn't matter...
