YMMV. Personally sound is a much more important consideration - when looking at all the quality headers (JDL, Ace, Ptuning, P&L, Tomei, Gruppe-S, Open Flash, etc etc) out there (EL and UEL) you're not going to see massive differences between them. Maybe 10ish lb-ft max in the lower rpm if you're cherry picking dyno sheets, and on average across the rev band it's less. Nothing is going to make the car a rocket, and in daily driving you're not going to feel a big difference. But you will hear a difference for sure.

Tomei has mastered the subie rumble with their UEL header and the quality is superb

I disagree on the performance claims, A EL PPE header or Ace will out perform any UEL header by way more than 10ish lb-ft and the top end hp is way more.. If your looking for high performance go equal length if you want to hear that rumble UEL. It comes down to the driver, if the sound makes you happier than the spirted driving UEL is for you.
With E85 and a good exhaust setup your looking at 25 to 30ish hp difference with a proper tune. And that can get you into the upper 13s in the 1/4

You should choose catback/FP based on sound, and header for performance. Unless your set on the UEL rumble even then get the best UEL performance.
Comparing tons of dynos and looking at before and after % increases not just number differences or new peak numbers. The ace header not only performs the best it’s actually as good if not better performance to cost ratio. (Less knowledgeable about PPE on the 86 platform but i know they are quality company as well)

And even if it was only 10hp/ft lbs difference that is still a lot considering most ppl getting a header are staying NA, or maybe will add a charger later. Either way not much NA power to add after header/tune so you might as well squeeze all you can out of that.

All these suggestions, but no one has even asked the OP what his tuning solution is? Is that included in the budget, totally separated, or already taken care of? How many of these headers can you run without a tune?
