Well, my parents had a portable A/C (the kind with a vent to the outside) and it worked OK to cool down a small area (maybe like your bedroom).

However, I would recommend a window unit.

About extension cords. Be sure you plug it into a grounded outlet (3 prong). Also, be sure, if you have to use an extension, be sure to get a BIG one, especially if you have to bring power in from another room.

The irony is that I have full AC in Canada. Set the thermostat to 71 and switch from heat in winter to cool in summer.

I'd definitely do the kind that vents through the window. But I just don't think I can do it. Even putting the ventilation tube on the window sill wouldn't work too well since it's like this finished wood sill and the apartment manager was very strict about not damaging it, lol.

Doesn't the window open? If so, just open it enough for the exhaust tube and fill the rest of the space with cardboard/plexiglass/plywood.

If the window doesn't open, Bubba says to cut a hole in the floor and vent the exhaust into the crawl space …

The tubes go through an adjustable panel that fit where the window goes. The tube never touches the sill.
