Agreed. Noticed it on rainy day. A little slide and the TC would jump in and jerk it back. Hence, I tried the 0-60 with TC off, didn't help with the times. My LTFT seem to be way off, especially under load.

It's significantly better in the '17. In my '13 it would engage all the time like during u-turns or going over a mixmaster overpass going ~70. It's not gone in the '17, no, but it's way more relaxed. Spirited driving still requires a button push but mine very rarely kicks in during regular driving now

..don't think what OP is experiencing has anything to do with TC/VSC considering his issues are present with TC/VSC being off (left button held for 3+ secs) which is no different from 17+ MYs.

2013 AT here. Any idea as to what was done to the car prior? I'd take it right in to a Toyota or Subaru service and have them plug it into their computer. These cars are pretty good at throwing codes. Since you just got it, have them check all the fluids and make sure you get an oil change with good synthetic. The FA 20 engine is temperamental and if anyone prior boosted it or beat the heck out of it, all I can say is I hope not. If everything checks out, check your fuel. Run it to almost empty, find some good ethanol free 91 octane. Put a K&N air filter in it. Warm it up and give your speed run a try. I love my 86 but I found the weakest point is the engine as it can't handle a lot of boost. Just remember, there's tons of sensors on this car all dumping into the computer. A good checkup should show any problems. Look up Recalls and Service Bulletins to learn some of the problems. I'm not saying all 86's have problems but it's good to know what's out there. I just took mine in for a full check up and the cost wasn't bad, low miles, 21K, so, I'm smiling. Good luck and I hope it's just some minor glitch.

Update: Thanks for the help everyone but hopefully I have gotten it solved mostly. Just got new injectors installed yesterday. The car seems to have restored back to its original power. The car seems a lot more peppy than a month ago. Heck, just starting up the car and revving it, it sounded different. More growl-ey. Need to monitor the fuel mileage in the upcoming days. But the 0-60 has dropped from a sluggish 12s to just a bit above 8s. The LTFTs and STFTs seems to have improved as well comparatively.

Heres a log from the drive back from the garage if anyone is interested:
