I took a clay bar to the bumper sill late last year. Took 10 minutes of scraping to get it feeling smooth. The clay took off some gnarly brown stuff too. I'm sure I stripped the clear coat off pretty good, but meh. It's clean now.

Two things came to mind:
1. Scions are slower therefore can't create enough turbulence to throw the spent air away from the rear of the car, and/or
2. You're driving one of rare diesel Twins

Rear bumper is also good for collecting water in case you need to dampen a rag to wipe something down, like if a bird shits on your car and you need a little water to wipe it off you can probably get some water off the rear bumper.
