How No-Fault Insurance Works
Ontario is a no-fault insurance province. While this sounds to most people like it means no one will be found at fault in the event of an accident, it in fact means something very different. Sounds like you'd fit right in here in Oslo, though. The general consensus is "if you don't know which lane you're supposed to be in at least 500 meters before the signs tells you which lane you should choose to get to your preferred destination, you have no business driving around here at all and we'll aggressively close all gaps and try to force you off the road, as punishment for not being born in Oslo."

Took me a few years after moving here, but now I'm fully assimilated and drive just like that, too.

LOL I've never even seen those before.
I once asked a cab driver in New Delhi about hiring a car there and if he had any advice, and he said "If you're going to drive in India, you need a vehicle that has three things. Good brakes, good horn and good luck".
Same principle applies in Oslo.

Interesting, although I knew what "no fault" was I have never lived in a state where that meant if you were found to be "the victim" you had to pay a deductible. Every place I've ever lived if the other party was at fault then there was no deductible for "collision" or "uninsured motorists" if your company paid the bill.

Whether you pay the deductible or not is more a case of what sort of coverage you have and what the policy states. My coverage has no deductible for not at fault but I pay a bit more for the premium. In order to have a lower premium many people opt for the deductible.

NYC has a no-fault policy as well. I believe it was to help curb insurance fraud. People would buy two cars with catastrophic issues that are worth something if in perfect working order. They'd then target a victim and have one person box them in, then the other cut in front of them and slam the brakes. Since typically the person who rear-ended someone is at fault without contest, they would collect the value of a pristine vehicle against the victim's insurance.

There were several reason why Ontario went no fault and fraud was one of them. The term is confusing since there is actually still fault assigned. Things such as rate increases only impact the person that is at fault so the other person doesn't really take the brunt of the claim. What it really smooths out is the payment of claims. Since there are not two companies d1ckering back and forth payments are fast and relatively easy. Keep in mind that accident claims in Canada are usually just covering the vehicle damage. Since the Health Care is already "free" there are rarely medical costs that need to be paid.
