Back on topic, yes, I've also noticed the same.
The upper vent blows hot when the mix is full cold with no AC. On my own I've just decided it's due to the black dash and that it just gets really hot in there.

I have to think at full cold with no AC the air is warm just because of how much heat our engines generate. I've noticed if I'm in motion the air will cool a few degrees, but still not comfortable, and once I stop it gets hot again as the ventilation sucks in hot air bleeding out from under the hood. When I first start the car and it isn't warm yet, I can get pretty chilly air from the vents, but once the car gets warm there is a notable change in the air temp from the vents, and even more of a change once you've stopped moving. Forces me to use the AC more often, as I'm not much of a window-open driver unless I'm autocrossing.
As for heat during the cold months, though, I really can't complain. I quickly reach a point where I have to lower the temp setting to keep from getting way too hot in the cabin.

A couple of years ago there was a post about the low airflow out of the lower vents. If you get down there you'll see that it's a small opening and the air needs to blow over a bunch of parts, the cold coming through the tunnel is significant too and really cools the footwells. When it's super cold if you're on a long highway trip it's pretty much impossible to keep your feet warm. I've done a couple of long trips when it's in the single digits and it just plain sucks trying to keep my lower legs and feet comfortable.

My grandson figured this out last winter. Even though there is plenty of warm air blowing on the feet it is countered by the cold air coming under the seat from the rear. I just wadded up a blanket and filled the gap under the driver seat and my feet get nice and toasty warm in a few minutes. Give it a try if you have cold feet.

Floor heat has never really worked that well in my BRZ. I love my Integra in the winter, it blows more air and more heat onto my freezing feet. Miss that feeling in the BRZ

I test drove a few '17 BRZ Limiteds, they all seemed to be severely lacking in warm air for the feet
bought one in spite of this, but it is pretty damn annoying...
