FWIW, I did notice that the mounting holes had marks as if they were mounted to something before they shipped to me.

Never heard of a dyno sheet being sent, but yes they should have been dyno tested prior to shipment.

As I mentioned before, I have a set of these and with TPMS and the center caps, they weigh 17lbs even. Balancing weights will add to that of course.

Rules have been updated. Spacers and studs allowed and clarified, catback must weigh a minimum of 18lbs.

Yeah, so either there are virtually no weight savings to be had by an exhaust upgrade, or the wording needs to be more clear that the muffer + midpipe = 18 lbs. min.

the way i interpret it is they want the individual part to weight a minimumof 18lbs. they also removed the material specification as well.
