For me it depends on the circumstances. My wife and I did a 4000 mile road trip in our BRZ earlier this year. A majority of the miles were on secondary roads. I never had a problem passing anyone. Passing a 50 mph dawdler on a two lane I may have had to downshift on one occasion, maybe two. The rest of the time, traffic was generally very light. I'd make a gentle run up behind them, ease over into the on-coming lane and scoot by without upsetting them, my car, or the 18 wheeler headed the other way.
On the other hand if traffic was congested and passing opportunities few (and perhaps, tight) I'd want to spend as little time in the oncoming lane as possible. For many years I rode all over Texas, Louisiana, and Arkansas on 350 to 450 cc motorcycles. Their 60-80 mph times were not the stuff of legend. So, you learned to set passes up, and use what the engine and the terrain gave you. My understanding is that is the situation SOCE was laying out. The key was and is planning. If you're going to need to downshift, you should be able to figure it out before you try to execute the pass. Sooo, go ahead and downshift while you're behind the blocker before you make the pass. The order of operations is, IMHO, important. Accelerate - then move out and pass. No runs no drips, no errors. Not really any need for drama.
