You need a fuel pump or else your stock fuel pump will be running near 100% duty and that's not good.
If your tuner is good enough, he will know how to use the port and direct injector together for fuel delivery. If not, you will need injectors.
These rules apply with or without a flex fuel kit.

You definitely don't need a fuel pump when N/A and only need one when FI if aiming for more than 350whp. Neither the fuel pump nor the injectors are anywhere near 100% duty cycle when N/A.

Getting upgraded injectors because your tuner can't tune with both direct and port injection is a terrible idea. A better idea would be to find a new tuner. Even an e-tune from a well respected tuner (Moto-East, Delicious, HRI, Drift Office, etc), is better than a dyno tune from someone that doesn't know what they're doing.

Source: my car was just shy of 400whp on E85 for 20-30k miles on the stock fuel pump.
