California has by far the most when you look at the whole state. Not to mention it is nicely hemmed in by mountains that keep everything sitting right there. No doubt it sucks to be an "enthusiast" but there are valid reasons for the controls in place there.

Oh boy, here we go...

As already mentioned, "passing emissions" is a broad term. Most of the state-level smog checks are blanket to cover all cars on the road, some don't even do tailpipe anymore.

Sure, if you want to do whatever you want to your car and pollute however you want.

It is still a federal crime to knowingly remove a working catalytic converter from a road vehicle and not replace it. Just because some local jurisdictions choose to not enforce these laws doesn't mean it's legal.

And I don't think enthusiasts are free to do whatever they want.

Yes, because California used to be one of the states with the worst air pollution. When the original 1963 Clean Air Act was put in place, California was already enacting its own laws regarding emissions/environment and the federal government essentially had to grant an exemption so that the more stringent laws were not wiped off the books in CA (i.e. allow CA to write their own emissions laws). At that time, the pollution in CA was pretty absurd... you don't have to spend much time to see how bad it was then vs now.

The exemption stayed in place and it's why CA has some of the strictest emissions laws in the country now.

The last 3 or 4 weeks here in Southern California is a reminder of why we have our smog laws. The heat + lack of wind + particulates/smog has the San Gabriel mountains (about 30 miles directly north of me where I sit now, almost 10,000' elevation) completely obscured from me.

Want to know how bad CA smog was?

The 1950s and 1960s basically are about the same as present day Beijing.

We have more than double the amount of cars vs 1960 and yet only 40% of the pollution we used to have.

I never experienced it. I did however see what Toronto was like in the 60s and early 70s and that was very, very bad so it must have been hellish there. The guys that never smelled and tasted thousands of uncatted cars sitting in traffic really have no clue just how bad it was before the converters existed. As you said the number of cars has way more than doubled so the places that were bad before would be uninhabitable now.

i passed with jdl uel catless and flexfuel using rear 02 and delicious tuning stage 2 tune i was running e85 but i dont remember if he did tail pipe test.

your only problem is the visual test

Hahahahahahaha that honestly sounds so easy to defeat. DIY up a little box that just has a stronger signal than the cars OBDIII, and wrap the cars unit in aluminum foil.

It only works if you as the driver are wearing the tin foil hat.
