Insurance companies only care if it impacts their profits (via a claim).

if OP doesn't make a claim and scraps the car, there is nothing to scam as long as he files the proper paperwork to release liability on the VIN.

I've bought/sold/scrapped close to 30 cars in my life, the law may vary by state but the main thing is to establish a documented timeline to absolve yourself of any charges. Whether this is done legally or not, that's up to OP.

Extremely helpful and thanks. So basically no other car was involved(MN) and old camry is worth $3k lets say...but who knows what the damage costs right?? If I don't file a claim or have anyone look at it and just decide to scrap it..that is up to me right? I will make sure the VIN is written off at the scrap yard, and nobody smart would try to fix it because not even worth the sweat equity anyways. I guess...who judges what $1000 worth of damage is unless I file a claim and have an adjuster look at it?

So I got some clarification..it is a "crash report" and they state it is used to help build safer roads. Which I can state almost 100% is a load of bullshit in this state.

Anyways the exact phrase is "if there is an apparent $1000 worth of damage"....not reporting is stated later in a subsection of being a misdemeanor. So I guess I will be turning it in..and watching premiums go up probably. yay.

Load of bullshit perhaps, but your fiance hydroplaned for a reason.

Whether that is related to the design of the road or not is subject to investigation.

You never answered my question on a ticket? Did she get one? No ticket no claim no impact on premiums.

I have been paid out by local cities for roads under repair that weren't marked properly.

I never denied she was driving a little fast...but...is it really to fast for conditions when on the entire 30min drive she was fine, other drivers were passing her etc, except for this one spot? Also I know each section of road in that stretch and where the most crashes happen, this spot has had a quite a few. Trust me ...the one grade is so slight and so long up hill you don't really notice it....but water sure might.

All accidents happen after driving for a while with no issues. That logic does not work. It is human nature to try and find some other thing that caused an accident but the fact of the matter is she was driving her car in her manner and it was outside of the conditions. Doesn't matter what other cars were doing they we not her nor her car.

so.... perhaps it's not bullshit after all. maybe data is needed to determine if the road needs to be redesigned, since you are suggesting there is a flaw.
