Wow We wore issue, issue and only issue. You wore what you were given or you quit (could be charged as well I suppose). If you polished your combat boots you were in big shit! Maybe just a Reserve thing with your unit? Even Navy Reserve it was issued footwear only except when actually at sea.

I was in during the Afghanistan era. Lots of war fighters coming back wearing whatever they wanted and leadership didn't care enough to make a deal out of it. There was a CANFORGEN released in 2011 or something that said "black, able to be polished and 8"”. Then, in the last few years, they started making the move to coyote coloured boots and stopped getting new stock of black boots, with the reg force guys getting first served. So, being a toon, if you needed new boots and they didn't have your size in black ones, you could buy your own and submit receipts.

Supply was an absolute shitshow in the 3 years before I got out. I only had one uniform that fit me by the time I left, because they had no stock in sizes I needed for 2 straight years, and I eventually gave up on trying to get stuff that fit since I knew I was leaving.
