You wear a helmet in a caged car at the track because you are expected to drive the car at its limit.

If you're driving a car on the street at its limit, then it won't matter. especially as far as your insurance is concerned.

It has nothing to do with driving the car at the limit. It is because the bar itself creates a different hazard. A 20mph T-bone on the street could bounce your head off the bar and kill you instantly. Cages are designed to used in conjunction with helmets no matter how hard you are pushing the car.
