It allows for better control of the load transfer (weight transfer) of the car, and allows for the tires to stay in contact with the surface better (contact patch), and longer (no lifting wheels).

Basically, yes, this is a very important part of it. Keeping the force between the tire and road as consistent as possible and avoiding sudden sharp load increases is a key part of getting maximum grip out of a tire.
