ah ic. that's why it looked strange to me. the "wind dying" is a common term here as well. In fact I didn't even think it was a regional slang to begin with. hence my being lost.

What you have to understand for that to make sense is that the power you use at home was just generated seconds ago. There are no batteries at a power generating plant. When the wind stops blowing, the wind mills don't create energy. At night solar panels don't create energy.

If solar and wind are your only sources of power, then wind less nights mean no juice for you. At all. No brown out no nothing. Coal provides power no matter what.
