Worth a shot but I bet the response is "it is up to the dealer".

Agreed, but at this point, what have you got to lose?

Plenty of time lost worrying about something that really isn't an issue. Turn up the radio or get a catback and you won't hear the chirps anymore.

Ask yourself, do you want lazy techs replacing something to "fix" an annoying noise that will always just eventually come back, or would you rather them just leave your car as-is and not risk messing up something else in the process?

There is already one case where the dealer might have screwed up a car changing the pump.

I wouldn't quite say it would come back just yet. Three months on the new pump with over 2000 miles and so far not a chirp yet.

Edit:

Three month update with over 2k miles. No chirps!

Be advised, California has been fluctuating from 40s -> 70s.

I think a lot of the current use of "should of" has come about because people hear the contraction "should've" and don't realize that the "ve" is creating the "of" sound. They then just transfer what they hear to print and use "of" instead of "'ve". Your right though.

You can also blame "kind of", which isn't really a proper thing, but we all do it. The thing that annoys me most about it is people don't seem to ask themselves, if you read it, does it make sense? Should/would/could of doesn't make any sense as read.
