Not entirely accurate, at least in the US. They also pay an annual Federal "Heavy Highway Use Tax" on vehicles over a certain weight.

There is also an IFTA fuel tax that is paid either quarterly or at the pump on vehicles over 3 axles. That ranges (based on state) from $0.11 to as much as $0.50 per gallon additional to the standard road taxes.

There may be others, those are just the two I'm familiar with having looked at it in the past.

In the end they are still paying more than electrics that are getting a free ride at the moment.

Yes and no. Fine PM (PM2.5) can fuck you up. Coarse PM (PM10) will make out with you and give you crabs. I have to test our rotor plants twice a year for the fine particulates but do not need to measure the coarse. It was proven a few years ago that although the coarse are bad it was the fines that were causing most of the issues previously attributed to them. I do however test for the coarse anyway because when the next study says they are worse I will be prepared!

I think you will find it will gradually become more and more required not banned! There are a pile of environmental benefits to burning ethanol.

^^^ yep, E85 produces less harmful emissions. You get some aldehydes but lose a lot of the aromatic HCs, and it burns at a lower temperature so there's less NOx. If everyone ran high ethanol fuel like they do in Brazil, all engines could have 13:1 compression ratio and we'd have 10% more powah too. 30% ethanol blend actually gets similar fuel economy to straight gasoline if you use a high compression engine.
