Could it be a feature built into the computer and not necessarily windows 10? Some dell or other mfr's suite of "tools" that is supposed to make using the computer easier? Almost looks like a touchscreen button to scroll to the top of the page?

Yep that was it. I was truly baffled. I have no clue how the hell that got turned on since it tool about 20 steps to turn it off but it is gone now.

I was looking for a keyboard shortcut for it, but my money is on this past Tuesday being Patch Tuesday, and Windows thinking num lock on the screen is a default of some form.

This is Lenovo specific, not a Windows function I believe.

Yes it is. It is not the laptop I would ever chose but since it is a work one I have no choice. It does beet the crap out of the 2004 Dell I had until June though.
