It's the front of a frame rail. Everyone I have talked to who has the 19's (correct offset, without spacers) has had the same problem. Fixed it by cutting the lip or heating and hammering the lips of that rail in...that's what Staycrushing did, what I did, and most other who run big tires and 18's or just 19's
