Okay, but barring actually catching him in the act, what's going to stop the guy from saying that he wasn't driving recklessly? Unlike drunk driving, there isn't a telltale sign that will somehow give away his reckless activity.

All I'm going to suggest is invest in a dashcam, and get the plate next time you see shit like that happening.
