Long ago I removed the clips from the tops of my marker lights so they don't push the sides of the bumper cover forward. They float back about a sixteenth of an inch on each side and even though I've had the cover off a few times, the headlamp clips still seat perfectly. It's not the whole solution but it helps.

The real solution is to support the cover from underneath the front, like those turnbuckles that support a splitter. If you grab it with your hands and just push up and back you can see how inadequate the supports across the top are. The whole thing sags.
