Shouldn't need jack stands but if you can't get a torque wrench it won't do you any good. You could try the regional forum and see if you can borrow one.

Doesn't matter how long it takes it is a business and there to make a profit. Sure the task may only tak that long but there other things to factor into their costs. You He can do it him self our shop around.

If you use the average hourly charge of 75$ an hour it shouldn't be anywhere near$40 . If $75 an hour wasn't profitable they'd increase the rate. If this place is charging the $150 or so an hour that would be necessary they are straight up trying to take advantage of him

I haven't found an hourly rate that low in ages.

Also, it's more than 10 minutes of work. At least 12, though more time wouldn't surprise me. And I bet there's a minimum charge which may even be higher than $40...

Maybe it's time to start investing in some tools?

That's standard here. $75 for shops about $115 for dealers. This will probably vary from the bigger metro areas or regions with exceptionally high cost of living. Just out of curiosity, what size is the axle nut?

A lot of places have a minimum labor charge. Usually works out to be about half an hour. For scheduling reasons, it's easier to block things out by half hours or fifteen minutes, depending on the shop.

Nothing saying they have to charge a portion of the hourly rate. A per job structure is very common. I really don't think that $40 for the job is out of line. Everybody wants to get paid more for their work but then complain when people expect to get paid for theirs.
