The bottom with the blue plate. You dont have to lube it a lot, jist enough so its slippery. It helped elminate some binding noise from mine.

So just to update this, it looks like the popping is being caused by the spring, which has a very sharp inside corner and is digging into the top collar, preventing it from spinning until the load on the spring is enough to pop it out. Ordered a set of linear springs and a new 60mm seat for the front from RCE based on this post:

Turns out the coil bind type noise was being caused by the undertray. Reinstalled, tightened every bolt, noise went away. Go figure. Only other odd sound I have is a quiet, distant popping that sounds like popcorn being popped slowly under 5 mph after I go over bumps (not when I hit said bumps). Almost seems like it has something to do with braking, but can't really tell. That seems to be coming from front passenger side. Wonder if that strut is on it's way out?

I had Bilstein PSS coilovers on my previous car, and after a few years, I would hear a dull popping sound over slow inclines, like pulling onto a driveway at an angle. It's not terribly common, but sometimes, the lubricant/grease along the shaft would dry out or harden (because inverted strut). Try spraying some lube on the shaft, and see if it makes the noise go away. If that gets rid of the noise, you should disassemble and replace the grease in the strut housing.

I've got some P14s I'm about to install on my FR-S, and this info help a lot. I'm amazed how LITTLE info there is on the P14s specifically, other than just generic coilover installation info. The booklets that came with the coilovers are roughly translated from German, so it's a bit tough. Thanks for the help. I will make sure to spread some molly grease wherever metal meets metal to avoid the binding that seems to be prevalent.
